Sync Ephemeral Message Dismissal Across Platforms

Currently dismissing an ephemeral message on desktop does not dismiss it on mobile, and vice versa.  When using bots with ephemeral, or being a developer who tests said bots, this becomes very annoying as I then have to dismiss a wall of ephemeral messages on my other device.  It makes sense that you should only have to dismiss them once.
