Allow mobile push notifications to be sent while using discord desktop client.

Allow an option to toggle mobile push notifications to be sent while still using the desktop client. Possibly make it configurable to just messages at the very least.

It is frustrating to not get discord notifications as discord thinks that I am using discord on my pc because the app is running. Even if I am using my pc I would like the option to get discord notifications sent to my phone.
