When are custom banners going to be implented? And to what kind of users is it going to be availble to?

Right now it's only for Colors depending on the color of your pfp, but some others have custom ones, i think animated should be kept for nitro, but free users should be able to customize it however they want though my main question is WHEN? And to WHO?

  Banners are currently BETA, and there is no exact time you will get it. Be patient, and you will get it soon.
  
  "Profile customization is currently available to a limited number of people. You can not apply for it. It will roll out at some point. If you have it you got lucky, if you didn't you just wait until it rolls out."
