Downgrade Electron 22 to 21 due to hardware acceleration issues on AMD RX 400/500 series with E22

Electron 22 runs very poorly due to google breaking something in a update on chrome 109 with polaris chips. i had to download a old discord client that runs on electron 13 to be able to use discord normally without crashes and stuff. i hope that you guys share this to the development team of the desktop client app to take a look.
