Soundboard for Text Chat

Discord should add the ability to use the soundboard in text channels. They would appear as emoji in the chat, with a little play icon on the corner to show they are not regular emoji.

Depending on settings, all users viewing the chat can choose to hear these sound effects as soon as they appear, or they can choose to keep all chat sounds silent. If a user clicks/taps on an emoji in the chat, it will play the sound to the user only.

If a user posts multiple soundboard emoji, the sounds will play one by one. If another user posts a soundboard emoji, the previous string will be muted to prevent overlap. Soundboard emojis cannot be used to react to messages, as they are not actual emojis, but soundbytes akin to recording voice clips in chat. 

A new permission should be added to allow/prevent the use of soundboard emojis in certain text channels, and of course, nitro users can use soundboard emojis from different servers in whichever text chat they wish.
