Protect approved memberships privacy from public

I used to be able to protect my members from the public until after new members had been vetted and roles granted manually. I did this my welcoming members to a landing channel from which my membership was blocked/excluded. only server managers were visible to new/public/unvetted members.
They would then be showned the old welcome page rules, and accept those rules, and then await vetting.
How can I do this now please? (The I cant solve the problem of being forced to provide 7 everyone channels)
