VOICE MESSAGES TO SEND IN A TEXT CHANNEL CHAT

Apparently there is some sort of setting for windows that you have to enable but im so lost for whatever it is and i cant figure out how to add sending voice messages in a chat on my server which is something that is requested often, and i swear i have looked for how to get this in my server for those who dont use mobile and im just completely confused by why i cant figure out what to do, it doesnt make any sense
