Reduce number of subsequent notifications for chain messages (a smart mute option)

A couple of times when I'm feeling classically extroverted I tend to write my messages enthusiastically in quick succession. Some people get annoyed by the onslaught of notifications and constant beeping sounds, but still want to be included in the topic that is being discussed.

The proposed idea is to introduce a smart mute setting which blocks every message that arrives in less than x seconds than the last. So if a person sends a large amount of messages in a small time window, the other person (if the option is turned on) will only receive one notification/beep instead of a dozen. This could be extended to group chats as well.

I have noticed this behaviour on the PC platform and it hasn't really been a problem on mobile.
