New Permission: "Assign Roles"
I’d like to see a new role permission added that would allow users to assign any role to other users who are under their highest role, without allowing them to Create, Delete, Re-Arrange or otherwise Edit roles or Edit channel specific permissions.
This new role permission could be called "Assign Roles". It can go next to the already implemented "Manage Roles" permission (which wouldn't change).
As a moderator, I’m frequently having to add or remove roles from users in servers for a variety of different scenarios. But as an admin, it feels overpowered to give out the current "Manage Roles" permission to moderators who aren't using those editorial options to edit a role. This would allow low level managers and less mistakes will be made by moderators. It would also create a split, where moderators can focus on moderating and admins can focus on managing the server.

Splitting up "administration" and "moderation" features is important. Admins shouldn't have to deal with assigning moderator permission roles, moderators shouldn't be able to mess up permissions for other (sub-)moderators. Currently, you get a hot steaming mess, or you try to work around it with bots, but slash commands etc. aren't anywhere near as convenient as clicking on a user's profile and either clicking the 'x' next to roles you want to remove or using the '+' to add new ones.
