Create a "Manage Permissions" server wide permission.

Currently "Manage permissions" can only be edited on a channel by channel basis. In addition the server wide permission "Manage Roles" also grants the user the ability to Manage permissions on every channel where "Mange Permissions" isn't exclusively set to ❌ for that role. By making a server wide "Manage Permissions" permission, you could easily prevent a role from having this access without having to put an explicit denial in every single channel on the server.

  I had to do this for 48 channels, this is definitely needed.
