Feature Requests: Mute channel as server admin and freeze pinned message like in spreadsheets

As a server admin, I feel that these two features could be really useful:

Mute Text Channel Server-Wide:  Set channel to be muted by default so that a little counter doesn't build up as people chat.  This could be great for a bot channel or a log channel.  I feel it could make the experience as a member of the server a lot nicer.

Freeze Pinned Message:  I don't know if this is even possible, but having a pinned message (with char limit) frozen at the top of a channel could be really nice for people who are submitting info and following a format that you pinned.
