Allow configuring message timestamps
Currently, message timestamps are displayed in a fixed format that is directly tied to the interface language. Not even observation of Daylight Savings Time can be reconfigured. (for the record, I don't observe DST, so all of my timestamps are wrong for most of the year)
I wish to configure timestamps with a syntax in accordance with GNU coreutils's `date` command, and for Discord to respect the system DST setting.
For example, to get the date format currently used for 'English, US' (3:06 AM), you would set `%-H:%I %p`.

Yeah my timestamps recently have just been all over the place. Every day I seem to end up in a different timezone. I'm not sure what is going on. This only started happening after I updated to Windows 10 too so I'm not sure if that was the problem or not.

I have this issue as well I got a new phone and put discord on it and timestamp is messed up a hour ahead of my time
