Who do I need to talk to get the ability for a user to suppress @everyone and @here per channel?

So drama was happening on a server with red numbers popping up because of @everyone for a giveaway channel. Some people want it so that they can not have the red number pop up, but just not from that particular channel. A though occurred to me "Shouldn't the user be able to decide what channels to suppress @everyone and @here instead of just doing it across the whole server?" So here I am. It's been a long road and I just want to know where I can go to give this recommendation to the right people.
