Add a permission to force embed links other users post

This permission would enable moderators to unembed things that could potentially be upsetting to see for other users, or in general should not be embeded, but are still within the rules of the server to post. If someone doesn't unembed a link, rather than waiting for them to edit it (if they do), the mods of the server should be able to force unembed it.
