Chciałbym aby regulamin była na serwerze jak ktoś nie zakcteptuje jego to niema wstepu na serwer

  You can set this up by disallowing every permission to the "@everyone" role and creating a role that has permissions to read/write messages, connect to voice channels, etc. and only giving that role to people who have agreed to the rules. There are even many bots that can automatically give that role based on a reaction added to a message, a custom command, or many other ways.
