Allow bots to set notes

Hello. Bots can't use notes right now, and if you want to store information, like a couple simple notes for one user, you need to use a database.

But for a simple bot, it's some times just easier to add a couple notes to a specific user.

    This could also be used to store user variables, like a credit balance, or level.

    BlairsPalace, but then you need to use a database, and the hole point of this request is to not use a database for small things.

    While I agree this is a decent idea, I don't feel Discord is in any way obligated to allow bots to store notes. It cuts down on the amount of cloud storage a bot account takes up if the user just keeps their relevant data locally....

    This would only work if the bot is only in one server/only shares one server with all users.
