Keyboard shortcuts for userlist scrolling and serverlist scrolling

On the web app, there should be keyboard shortcuts for scrolling through user lists on servers, as well as scrolling through server lists. There should also be a scroll bar in the settings for people like me who use a laptop without a mouse wheel.
