Scrubbing allows you to move through the GIF's timeline like a video, frame by frame. You can pause, skip to a specific time, etc.

To further clarify it's an interaction in which a user drags a cursor or play-head across a segment of video or audio to locate a specific point. The term comes from the early days of the recording industry and refers to the process of physically moving tape reels to locate a specific point in the track.
