Show a channel topic when you first open a channel [Suggestion]

I suggest add to the channel settings the option to show the channel topic when you first open the channel. Why?!
At the top is the channel topic:
Clicking on it displays a messagebox with fully topic:

It usually contains rules/notes. The problem is that most users don't see channel topic. Showing the channel topic the first time you open the channel would fix that.
