Add AMD GPU Hardware Encoding (VCE/AMF)

NVENC has been a feature in Discord for ~1 year now and discord still doesn't support AMD GPU Encoding. This would be a huge quality of life improvement for the ~30% of users that use AMD Desktop GPUs.

  RX6000 series is coming, this would be huge.
