Fix Input Lag for "Go Live"

For a platform centered around gamers, it's disappointing when you get input lag streaming a fullscreen game on Discord. This is especially frustrating for competitive FPS like CS:GO, Overwatch, and Valorant. This lag significantly detracts from the streamer's experience.

From some observations from u/Sykes19 on Reddit, when streaming on "Go Live", the input lag of fullscreen games becomes identical to the input lag of borderless windowed/windowed. Please note that this might be less noticeable if you have a low refresh rate or high latency monitor.
