More moderation options for roles

An example would be to be able to add roles / remove roles from people, but only roles that are below the role that the person has. Almost like manage roles, but you can't delete or create any new ones. Would be useful for manual mutes from lower level staff if the Discord bot we use is unavailable.Making certain roles mentionable by certain people would be nifty, too. I know this is kind of a vague suggestion, sorry.
