  Legally, that would never work. Imagine working out deals with publishers (Many of whom may not exist any more) for a game they made long ago. Many of those games also don't have their source codes, making it impossible to recompile for PC (Like you even could). The whole thing would be around some sort of emulation backend, I assume (Making emulators is not easy, and licencing out existing  open-source ones would violate their license). If you wanted to play console games on a PC,  you can install an emulator and find ROMS online, or rip from cart. I would recomend checking out open-source emulators such as RetroArch. RetroArch let's you use many different emulators ("cores") using one front end.
