Allow Transferring Individual Bots/Apps To A New Owner.

With the new verified bots/applications, It would be nice to make it so we can transfer old bots to someone new so that way old bots wont get deleted just because you can't transfer them to an individual person instead of a team. I find Two-Factor Authentication extremely annoying, and would rather have it transferred to an individual person to not have to always need it.
