Add 'pop out' button to the group video preview

Scenario: I'm in a voice channel where people have video on, and I've got a text channel displayed with the video display popped out into its own window so I can see chat and video at the same time. I suspend my computer, then come back later and wake it up.

Issue: The second window showing the video has closed, and I only get the little preview pane hovering over the main window. I want to pop it out again. To do that, I have to click into the voice channel, turn on my video, then click the pop-out button, then click back into the text channel.

Proposed solution: enable the pop-out button on the video preview floaty pane thing, then I can do it in one click.
