Provide an option to users who want to disable mute/deafen hotkeys while not in a Voice Channel

When a user is not in an active voice channel or when Discord is not the program in focus, pressing their designated hotkey for "mute", "deafen", etc. should not translate to the function in discord. I realize the functionality of this being a feature for those who wish to mute prior to entering a VC, so in this instance I propose an addition of a user option of allowing/disallowing the hotkey use outside VC or when discord is not in focus.

Personally, I find hearing the sounds to be annoying while doing homework or something else and sometimes don't realize that I've muted or deafened myself. 

Please leave an upvote, as I am only proposing an option for those like me, I do not want to impact the experience to users who like this function. Discord is the best app for gaming communications, thus it should be able to tailor to the user's preferences to stay as the best app.
