Allow 5-digit tags

Discord has expanded greatly since the inception of the 4-digit tag system. It's gotten to the point where it's impossible to find any permutation of a number you want for popular usernames. For very popular names, you might be told too many users have it and to select another altogether. I'm really disincentivized to purchase Nitro because I'm unable to customize my name to my liking.

This is a problem Blizzard has also encountered with their Battle Tags, and their solution was to change the numeric identifier from 4 to 5 digits moving forward, while those with 4-digit tags kept them until they request a change. Adding just 1 more digit would increase the number of users that can have a particular username and the number of digit permutations that you can have by tenfold.
