Allowing VoIP Numbers for SMS Authentication

With the possibility of SIM-jacking/swapping with traditional phone numbers, it would be great to have a VoIP number as a backup.

    I just want to verify my cell phone number so I can comment in a channel. apparently my cell phone number, that I've had for years, is a "VOIP." I had no idea until I started using discord. Also, I still don't really even know what a voip is..
