Channel footnotes, aka "channel topic on steroids"

I think it would be very cool to have a feature like channel footnotes.
Because, let's be honest, nobody reads the channel topics.

I have a guild with a few channels where people are supposed to follow specific forms, and to make them aware of the forms, I use a bot that posts these forms after i enter a command. That is not very elegant tho.

I made this, to show how the feature could look:

In my imagination, it would be hideable by pressing the x, but would re-appear everytime you come back to the channel.

  I'm a member of a server that has help channels and a general chat, and new members tend to use the general chat instead of the help channels. A footnote to remind new users to go to the help channels instead of posting help requests in the general chat would be a good addition :)
