I think that age of 12 should be able to use discord. It can let many people use the app and have somewhere to chat on.

  IIRC this is mainly a problem about collecting info about children, which discord would have to do in order to provide its service. It requires permissions and many other things that complicate the process, whereas limiting the service to 13+ simplifies it significantly. Even so, kids 12- still use Discord by simply lying about their age. It's not something people condone, but it's not like they're going to ask for ID (which would then complicate the process).
