Feature Request: Taunts in text-channels á la AoE and...

I would like to request a feature to have taunts like in AoE https://youtu.be/b2bqGXdJN9o?t=12 

would be nice to have custom taunts for the server, maybe you could restrict file-size to not stress your central servers. 

And a feature to play global sound announcements by admins or custom sound that plays when users click on. You get the idea :)
