Ability to Let users only send direct messages to others if they have specific role in server

This might be a solution (or lessening the problem) for the bot crysis. If a user could only be allowed to send DMs to other people on the same server if they have a specific role (which could be auto-applied after 5 minutes or so) and the DMing could be API-queried (not the content, but maybe how often and to how many people), we could definitely keep the worst impacts of raids in check on server-side through own bots.
