Threads management: Global Cooldown on creating threads to prevent spam

It would be amazing to be able to set a server wide cooldown on how long a person that created a thread in the server must wait until they can create another new thread.

I imagine this to be a fader in the "Threads" Rider on the community tab, that could look like the slow-mode fader. The "cooldown" on thread creation would apply to everyone who has the "use private/public Threads" permission (+ "Send Messages" so they can create threads). People with the "Manage Threads" permission would bypass the cooldown.

That way moderation teams would have a measure to prevent spamming (imagine a spammer who is just opening a lot of threads force adding people with pings), but also allows to set a tempo on how many new threads they can handle to moderate.
