Way to see who has a role without "Edit Roles" Permission

Normally in order to see who has a role, you have to be able to see the roles list, which you need the "Edit Roles" Permission to see (I think). I think that if you click on someone's profile, and hover over a role, it should show a list of everyone who has that role. For mobile, tapping on a role copies the ID, so tapping could instead show two options, one copying the ID, and one showing the list. You could also disable this function for individual roles, making the list not show when hovered over or make certain roles unable to see any list for any role.
