Show Seconds in the tooltip of the time when the message has been sent

For the moment, we have something like "lundi 9 août 13:08" for the hover on the time label when showing the tooltip.

It can be very useful to have seconds also "lundi 9 août 13:08:32", because as we all know, as big as can be the server discord, 2 people can respond at the exact same second, which decently means they didn't read the message of the other, and it can create incomprehension on "why she wrote that, I just said this..." and can save time of asking meanings of sentences.

I don't know if I rightly described the problem, but I think it can be useful for a lot of users over time, and this improvement should be very easy to achieve in the code
