Banners to all Users. Even if they are not nitro

Hi, my suggestion is that all users can at least have access to the banner, even if it's just a photo, as this is very unfair for people who can't buy nitro and can't have something that small, so I want them to be able to have a banner that is just a photo and nitro users can put gifs on the banner
