TTS Completely broken Windows 7 Desktop AND Browser

Title says it all, on Windows 7, Text To Speech is utterly non-functional. The preview does nothing, and using the /tts command does nothing.
You should just update to newest windows!
Dog I am switching to Arch (or maybe Mint) once Win7 finally, truly dies.

  I don't think TTS works in Linux either... (at least not ubuntu) so that's gonna be a big oof
