Clicking on the placeholder icon for an image in a reply does nothing

When clicking on this icon shown when a user has replied to an image does nothing:

If there is any text in the reply, the "Click to see attachment" hint (which, also seems to hint at clicking the non-interactive icon) is not shown.  This is an issue if the only text in the reply is an emoji which could easily be mistaken for a role icon and not part of the original message.
