Direct Bitrate setting for Discord Screen Share (Advanced Setting)

Screen share currently only allows the user to set Resolution and Framerate. A lot of modern users dabble in streaming, and understand how bitrate affects final video stream quality, and for certain cases (Sharing screen for tech support, Draw Streams, sharing webpages), being able to directly set a lower Bitrate would allow for streams in otherwise poor internet connection, or allow the user to prioritize their upload bandwidth for Voice quality.
