[Suggestion] Make bot able to prevent user from sending/editing message

Unlike deleting message bot also can:

• Tell reason to user (only visible to that user, useful if their dms is closed)
• Message editing can be undone without deleting
• Prevent this unless message was sent by owner/user with higher role
