Bridged Text Channels Between Different Servers and Communities

Add the ability for all server admins to bridge text channels between two servers, so messages in each server send in both of the linked text channels.

This can be useful for cross-community events, discussing a specific topic with new people and helping people from one server become aware of and socialise with new communities.

This is similar to the community feature to follow a text channels announcements and have messages post to your server, except this could be designed for all servers and users, rather than just announcement channels in community servers.
