[Closed Beta] Experiments for BETA Testing program. (Windows Insider like.)

For all the times, we want the Discord team to explain why some randoms peoples who doesn't asked to have beta features enabled without have the controls. And experiments tabs was not accessible to most of people who get BETA features on server.

I think we needs to rebuild beta closed features and make some what's better.

here whats Beta could be better.

• Make BETA Closed avaible to people who subscribed to Beta testing features and being selected by the team. (Similar to most tech developpers. For exemple: Teamspeak or Steam.)
• For public betas, give access to people who join the beta testing features.
• Make a TOS about Beta features. (Some devs like Ubisoft or others types of companies doesn't want some beta tester leak some contents. Soo they can revoke beta access to peoples and bring the lawsuit.)
• Feedback integrated into the app for beta testers. (Sound like Windows Insider program.)

Anyways, if Discord could be better by changing how beta will works. This could be a nice way to get better improvements. Some developpers indepedent could help discord if this beta rolling out system was not a mess. 

And for Experiments tabs, just give to everyone but show only a page that needs to join Beta testing program.

We know, everyone know. Beta is unstable and if is given to everyone, that could be dangerous. But with this Feedback idea, these features could be handy and filter better to see who want beta, and who don't want beta. And again to see who can access. 

That all i think about experiments. Now we wait the response of the dev team.
