Server Accessible from Emotes without Community Enabled

Is it possible for a server to be marked as public for the purpose of being able to join servers through emotes, without having community enabled? For example, right now if I use an emote from my server in a different one, upon clicking it it would say "This emote is from a server that is either private or unavailable." I'd like it to say "Want to use this emoji everywhere? Join the server." with a join button below it, the way it does for emotes from public servers.
