Notifications on Android mobile when the server is too big

When a server is too big, it's not possible anymore to receive notifications on All Messages.

I guess this is because it is expected that in a big server, messages are flowing but there are also big server where only a limited number of users can talk and it's very annoying not being able to receive notifications on All Messages.

Can you enable it back with a condition on the notifications like "Do not send notifications if the last 5 messages haven't been read" or "Send notification on All messages only once per 15 minutes if the last message hasn't been read".

I guess it would complicate things for mobile users, and that's not what they want.

I also am in a big server where, on Desktop I have pings for each message, on Mobile I receive the notification only within the app but I don't get push notifications, and that's alright.
