Re-implement the confetti emoji reactions to voice chat as a setting

Back when they were experimenting with reactions in voice chat, they had started as confetti that popped up over everything, even overtop of streams. Me and my friends found that much more enjoyable and fun to use since we could more easily see the reactions. I feel that this should be a server setting and be able to be disabled client side for those annoyed by it. This would be a small change that would go a long way imo.

  Agreed. It looked much cooler than the one Discord is using right now.
