Permanent Timeouts

In my opinion, there should be a permanent timeout option.
Someone might misbehave to the point of perma-banning, but they would still want to be able to see conversations, DM friends from the server (if they haven't already and have no other mutual servers), and get notified about updates (for communities specific to things other than Discord), despite being able to interact with the server.
