Slow mode affects admins

Hello guys, it seems I have stumbled upon a bug.

I have a forum, where I have slow mode enabled. Now the bug is, that even admins are affected by this slow mode. I have also tried giving admin extra role with rights, which allow "manage channel and messages" specifically, but it was no good.

Any ideas? Where to report this bug?
