Idea: Adding text formatting is more places than just text chat.

Hi reader,
I noticed that discord has text formatting like bold text, I found that it was missing in some places on discord like:
Server Settings -> Moderation -> Rules Screening -> Description.
Server Settings -> Community -> Overview -> Server Description.
Server Settings -> Community -> Welcome Screen -> Box under "Welcome to Server Name"
It would be nice to have the text formatting just for some extra spice when inviting someone onto your server. Also find that adding the <@...> would also be useful in saying, for example: "<@...> is welcoming you to the server." We already have this in the channel topic section but I found that it's missing in the areas I mentioned above.
