How to overlay video in game?

I cannot figure out how to pin the video overlay in-game, it only has voice and chat buttons.  How do you pin the video from a video chat to the overlay while playing?

I am playing with deaf friends, having video is essential for signing.  If this feature is not available, keep in mind that many deaf people play games.

Please help me turn on video in the overlay!
