Mandatory push to talk

I'm on a university server called LA Film School, and I'm sure this can apply to other servers too. Some people who go into voice chats have a noisy background and are reluctant to use push to talk. My suggestion is make it a server admin permission. Everyone by default is mandatory push to talk. Keep it any key binding the user of the account wants, but they have to use push to talk unless given permission by the server admin.

  Simply deny the channel the ability to use Voice activity.
